Our CEO, Rifat Rahman Tomal, after completing his legal studies and an LLB degree at the University of South Wales, required an IELTS credential for his UK legal qualification. He completed his IELTS in Cardiff with an exceptional Band Score of 9.0. Inspired to share his authentic methodology with fellow Bangladeshi students, he conducted complimentary webinars and intensive preparatory sessions while pursuing his LLM at the University of Bedfordshire, UK.
Upon returning to Bangladesh, Tomal established Saint David's. To empower students seeking global higher education, our CEO alongside Managing Director, Yasmin Hoque (Amy)—a Viqarunnisa Noon alumna holding an MSc in Cyber Security from the University of Hertfordshire (UK)—affiliated with the British Council. Completing certified training, both became British Council Certified Agents and established Saint David's as an Authorised British Council Registration Centre.
As Managing Director and Senior Consultant, Yasmin Hoque expanded operations into direct university applications, competitive scholarships, and paperless visa processing across the UK, USA, Canada, and Europe. Today, supported by Raiyan Ahmed Ruman (Marketing Manager & Head of IT) and MD Tareq Mahmud (Bangladesh Operations Incharge & Lead IELTS Trainer), Saint David's operates as a beacon of trust with dual headquarters in London and central facilities in Dhaka.
